Three and a half months after Hurricane Helene hit western North Carolina in late 2024, recovery efforts are ongoing. Debris clearance is underway, and state and federal aid is arriving. However, the labor market remains disrupted. Ten counties affected by the hurricane report unemployment rates at least 0.9 percentage points higher than a year ago, which is significantly more than the state's overall increase of 0.2 percentage points.

The recent analysis using Census data highlights that most private-sector workers in North Carolina commute to different counties for work. This pattern is particularly evident in western North Carolina, where commuting plays a crucial role in economic recovery post-Hurricane Helene.

Unemployment statistics indicate where workers reside rather than where their jobs are located, especially pertinent to western North Carolina's labor market dynamics. Residents of less-affected counties may face job shortages if their workplaces were situated in severely impacted areas still recovering from the hurricane's effects.

Recent Census data reveals that a significant portion of residents commute out-of-county for work across these regions. In some counties like Madison, up to 81% of residents work elsewhere, whereas Buncombe County sees two-thirds of its residents working locally.

Buncombe County emerges as a major employment hub within the region. It serves as the primary destination for commuters from five neighboring counties: Madison (43.9%), Henderson (28.8%), Haywood (25.8%), McDowell (16.8%), and Yancey (10.6%). Meanwhile, other top destinations include Watauga County for Avery County commuters and Mecklenburg County for Rutherford County commuters.

While Buncombe County's recovery holds significant importance for regional employment stability, it is essential to recognize that other counties will also influence their neighbors' labor markets due to interdependencies within this regional economy.

The interconnected nature of local economies means heavily impacted areas can affect employment opportunities even in less-affected regions due to shared infrastructure challenges like road closures disrupting hiring processes or access to jobs altogether.

To achieve full recovery following Hurricane Helene requires adopting not only county-level improvements but also taking into account broader regional strategies focused on restoring both businesses'
