Town of Holly Springs issued the following announcement on Sept. 14.
The Town of Holly Springs is working hard to support our utility customers during COVID-19. To help ensure that customers could remain at home and slow the spread of coronavirus, the town did not disconnect residential water service for nonpayment or impose late fees from April through July 2020, in conjunction with the governor’s orders.
Water disconnection procedures will be reimplemented on Wednesday, Sept. 16. If you have been unable to pay your water bills, make a payment arrangement by calling the town Finance Department at (919) 557-3925 prior to 5 p.m. on Tuesday, Sept. 15 to avoid water disconnection.
The Town of Holly Springs offers payment plans for charges incurred from March 31 through July 29. Customers have six months to pay the charges for this 120-day period. Holly Springs is being flexible and allowing extreme latitude with what customers can pay on past due balances. However, customers with past due balances must begin to pay current charges plus a portion of the past due bills to avoid incurring new penalties and late fees.
Additional assistance to pay utility bills is available through the WakeHELPS program launched by Wake County and through Western Wake Crisis Ministries.

It is important to us that everyone understand these options for those who are suffering economically during this health crisis. In addition to multiple notices sent to customers, town staff has been calling and text messaging all customers impacted by this backlog of non-payments.
If you are unable to pay your bills, please call us at (919) 557-3925 so we can work with you to avoid water disconnection. Simply doing nothing will result in disconnection, which can be prevented by calling us by Tuesday at 5 p.m. to set up a payment arrangement.
For additional information, please contact Holly Springs Finance at (919) 557-3925.
