The State Water Infrastructure Authority is responsible for awarding federal and state funding for water and wastewater infrastructure projects. It also develops a master plan for state water infrastructure, recommends strategies for maximizing loan and grant resources, and reviews best practices in the field.

The Department of Environmental Quality (DEQ), which supports this authority, works to educate the public about environmental issues and foster community stewardship across North Carolina as described on its official website. The DEQ aims to provide science-based stewardship that benefits the health and prosperity of residents throughout the state. Its regulatory scope includes air quality regulation, permit issuance, environmental law enforcement, waste management services, and oversight of water resources across North Carolina.

The DEQ’s main office is located at 217 West Jones Street in Raleigh—the same address as the meeting venue—and serves as a central agency dedicated to regulating and protecting natural resources within North Carolina.
