In essence, this bill directs North Carolina to convey, for $1, its ownership interest in the parcel containing the North Carolina A&T State University chancellor’s residence to The North Carolina A&T Real Estate Foundation Inc. It requires that if the foundation later sells the property, the sale proceeds must be used to buy a new chancellor’s residence for the university. The property must be transferred “as is” and “where is,” with no state warranties on title, boundaries, use, zoning or conditions. The conveyance is exempt from certain state land-disposal procedures, and $5,000 in nonrecurring General Fund money is appropriated to the Department of Administration to cover transaction costs. The bill takes effect when it becomes law.
