A new bill filed by State Sen. Dana Jones in the North Carolina Senate aims to expand tuition waiver eligibility for families of public safety personnel, according to the North Carolina State Senate.

The bill, filed as SB 1004 on April 30 during the 2025 regular session, was formally listed with the short title: ‘Family Support for Those Who Serve Act.’

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, this bill expands North Carolina’s tuition waiver program for public safety families by adding children of experienced correctional officers to those eligible for free tuition at state community colleges. It keeps existing waivers for survivors, spouses and children of law enforcement officers, correctional officers, firefighters, volunteer firefighters and rescue squad workers who were killed or permanently and totally disabled in the line of duty. Children using the new community college waivers must be ages 17 to 23, meet admission standards and are limited to the time needed to complete their program. The bill takes effect when it becomes law and applies starting with the 2026-27 academic year.

Of the three sponsors of this bill, Benton G. Sawrey proposed the most bills (61) during the 2025 regular session.

Bills in North Carolina follow a multi-step process before becoming law. A lawmaker starts by filing a bill, which is assigned to a committee for review. The bill must be read three times in each chamber. If one chamber changes the bill after the other passes it, both must agree on the final version. Once both chambers approve the same bill, it goes to the governor, who has 10 days (or 30 if the legislature is not in session) to sign, veto, or let it become law without a signature.

Jones graduated from High Point University in 1993 with a BA.

Jones, a Republican, was elected to the North Carolina State Senate in 2025 to represent the state’s 31st Senate district, replacing previous state senator Joyce Krawiec.
