A new bill filed by State Sen. Amy S. Galey in the North Carolina Senate aims to standardize how agencies recognize recent adult care home inspection results, according to the North Carolina State Senate.

The bill, filed as SB 863 on April 28 during the 2025 regular session, was formally listed with the short title: ‘Streamline Adult Care Home Inspections.’

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, this bill requires state and local agencies to accept recent inspection results from the Adult Care Licensure Section for adult care homes when those inspections are substantially similar and were passed within the previous three months, to the extent allowed by federal law. Other inspecting entities must treat those results as if they conducted the inspection themselves and deem the inspection passed. The bill appropriates $100,000 in nonrecurring General Fund money for the 2026-27 fiscal year to the Division of Health Service Regulation to implement the streamlined process. Section 1 takes effect Oct. 1, 2026, and Section 2 takes effect July 1, 2026.

Bills in North Carolina follow a multi-step process before becoming law. A lawmaker starts by filing a bill, which is assigned to a committee for review. The bill must be read three times in each chamber. If one chamber changes the bill after the other passes it, both must agree on the final version. Once both chambers approve the same bill, it goes to the governor, who has 10 days (or 30 if the legislature is not in session) to sign, veto, or let it become law without a signature.
