A new bill filed by State Sen. Kevin Corbin in the North Carolina Senate aims to educate students on the consequences of youth gun possession and substance abuse, according to the North Carolina State Senate.

The bill, filed as SB 901 on April 29 during the 2025 regular session, was formally listed with the short title: ‘CFSS Gun Prsnt. for Grade 7 and 9 Students.’

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, this bill directs the Center for Safer Schools to develop and periodically update an interactive presentation for 7th- and 9th-grade students on the legal, medical and emotional consequences of youth gun possession, substance abuse, gun violence and gun safety. The center must provide training and materials for all local school administrative units and any other public school units that request them. Local school administrative units must give the presentation to all students in those grades, notify parents at least 14 days in advance and offer an opt-out. The bill appropriates $900,000 in recurring General Fund money starting in the 2026-27 fiscal year and takes effect July 1, 2026, with school delivery required beginning in the 2027-28 school year.

Of the three sponsors of this bill, Jim Burgin proposed the most bills (93) during the 2025 regular session.

Bills in North Carolina follow a multi-step process before becoming law. A lawmaker starts by filing a bill, which is assigned to a committee for review. The bill must be read three times in each chamber. If one chamber changes the bill after the other passes it, both must agree on the final version. Once both chambers approve the same bill, it goes to the governor, who has 10 days (or 30 if the legislature is not in session) to sign, veto, or let it become law without a signature.
