Ted Budd, a senator from North Carolina, has said that there is evidence suggesting U.S. adversaries are funding domestic protests. He emphasized the importance of transparency to safeguard democracy. The statement was made on the social media platform X.
“Horrible protests have erupted across our country & now we have evidence that our adversaries are bankrolling them,” said Budd. “I will always defend the First Amendment, but we also need transparency. We cannot allow our adversaries to meddle in our democracy.”
Allegations regarding foreign funding in U.S. protest movements have led to Congressional hearings and new legislative proposals. Lawmakers are investigating whether countries such as China, Russia, or Iran are covertly supporting activist groups to influence domestic politics, according to the Wall Street Journal. Proposed measures focus on tightening financial disclosure and nonprofit oversight. However, civil liberties groups have expressed concerns about potential overreach that could suppress free speech.
According to the U.S. Department of Justice, there were more than 60 reported incidents of foreign interference in U.S. domestic affairs over the past year. These incidents range from cyberattacks and disinformation efforts to attempts at influencing public protests and policy debates.
A 2024 report by the Brookings Institution finds that U.S. transparency and disclosure laws for protest funding are less stringent compared to those in the UK, Australia, or Canada. In these countries, stricter donor reporting and foreign funding disclosure requirements are enforced to deter covert foreign influence in civil society.
