Senator Ted Budd of North Carolina has announced his continued advocacy for the expansion of skills-based grants as part of broader education reform efforts in the Senate.

“Yesterday, the House Committee on Education & Workforce passed the Student Success and Taxpayer Savings Plan, including provisions from my PELL Act to expand grants for skills-based programs,” said Budd, US Senator for North Carolina. “I’ll keep pushing for its inclusion in the Senate budget reconciliation package.”

In 2024, the U.S. House introduced the Bipartisan Workforce Pell Act to broaden Pell Grant eligibility to include high-quality, short-term workforce training programs aligned with in-demand careers. According to the House Education and the Workforce Committee, this bill requires that such programs meet standards for quality assurance and credentialing to ensure meaningful job outcomes. The legislation represents a growing bipartisan effort to modernize federal aid in response to workforce needs.

In fiscal year 2023, the Federal Pell Grant Program provided approximately $31 billion in aid to about 6.5 million undergraduate students. Most recipients attended traditional degree programs; however, according to the Congressional Research Service, policymakers are increasingly focused on expanding eligibility to short-term, skills-based training. This shift aligns with broader efforts to make federal aid more adaptable to evolving labor market demands.

Skills-based training programs have demonstrated strong employment outcomes, often surpassing traditional college degrees in immediate job placement. According to The Australian, 94.5% of trade apprenticeship graduates in 2023 found employment within six months of completion, compared to 88.9% of university graduates. Some trades, such as electrotechnology, offered starting salaries competitive with professional degrees, highlighting the value of vocational education.

Budd serves on several Senate committees including Armed Services; Commerce, Science, and Transportation; and Small Business Committees. His official Senate biography states that he has prioritized educational freedom, skills training, and workforce development as part of his legislative agenda. Budd’s policy positions focus on expanding access to nontraditional educational pathways to strengthen economic mobility.
