Ted Budd, a senator from North Carolina, highlighted the significance of a $700 million investment by Roche and Genentech in Holly Springs. He said that this investment underscores the state’s robust workforce and infrastructure for biopharmaceutical development. The statement was made on X.
“North Carolina’s workforce & infrastructure make it an ideal place for biopharma success,” said Budd, US Senator for North Carolina. “Roche & Genentech announced a $700M investment in a new state-of-the-art facility in Holly Springs. This is another win for our state’s economic growth.”
North Carolina has positioned itself as a national leader in biopharma growth, securing over $10.8 billion in life sciences investments in 2024. According to the North Carolina Biotechnology Center, 25 companies, including Amgen, Johnson & Johnson, and Genentech, have announced facility expansions or new operations within the state. The state’s strategic location, skilled workforce, and pro-business environment have been pivotal in this development, establishing it as a leading biotech hub in the United States.
In May 2025, Roche and Genentech announced a $700 million investment to construct a 700,000-square-foot manufacturing facility in Holly Springs. Reuters reported that this site will focus on producing next-generation obesity treatments and is expected to create more than 400 jobs. This project is supported by a state-backed Job Development Investment Grant valued at up to $9.8 million. It aims to expand Roche’s U.S. manufacturing capacity while reinforcing North Carolina’s growing role in biopharma production.
The Economic Development Partnership of North Carolina noted that the state’s biopharma workforce has grown by over 13,000 jobs since 2018, making it the third-fastest-growing state in the life sciences sector. Currently supporting more than 800 biotech companies employing approximately 75,000 people, North Carolina’s growth rivals major biotech regions like Boston and the Bay Area due to focused investments in infrastructure and STEM workforce training.
Senator Budd began serving in the U.S. Senate in 2023 after representing North Carolina’s 13th congressional district from 2017 to 2023. His official Senate biography indicates his support for fiscal conservatism and pro-growth economic policies. Budd has backed legislation such as the Tax Cuts and Jobs Act and USMCA (United States-Mexico-Canada Agreement) while continuing to advocate for reducing regulations and boosting industrial investment to benefit North Carolina’s economy.
