Restoration News announced in an article that Arizona Congressman Abe Hamadeh’s PROVE Act requires states to verify mailing addresses for overseas voters to prevent non-residents from casting ballots in state elections, while it does not include citizenship verification or enforcement provisions.

According to Restoration News, the PROVE Act aims to prevent individuals who have never resided in a state from voting by requiring a verifiable U.S. address linked to the voter or their family. Voters lacking such verification would be redirected to vote using District of Columbia ballots. The article highlights exemptions for military members and identifies the absence of overseas residence verification as significant gaps. It cites North Carolina’s 2024 election as an example where invalid overseas registrations impacted results.

Restoration News further noted that changes in North Carolina’s 2025 overseas voting regulations followed challenges related to numerous absentee ballots with invalid registrations during the 2024 election. These adjustments at the state level exemplify issues that the PROVE Act intends to address federally, ensuring only eligible overseas voters can participate in state elections.

Data from the U.S. Election Assistance Commission shows that over 938,000 Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) ballots were counted nationwide in 2020, with rejection rates around 7 percent due mainly to late arrivals. Reports from FactCheck.org highlight isolated fraud cases, such as a 2022 incident in Wisconsin involving fake military ballots, pointing out weaknesses in verification processes. National concerns also include incidents like Iranian hacks accessing voter data in 2020, emphasizing vulnerabilities within UOCAVA systems.
