A new bill filed by State Rep. Marcia Morey in the North Carolina House aims to expand the state’s gambling ban to cover more types of games and platforms, according to the North Carolina State House.

The bill, filed as HB 1171 on April 30 during the 2025 regular session, was formally listed with the short title: ‘Prohibit Gambling in Prediction Markets.’

In essence, this bill expands North Carolina’s gambling ban to cover any game of chance offered at a physical location in the state or through an online market or platform available to state residents, explicitly including prediction markets where people bet on the outcome of future events. It keeps existing exceptions for the state lottery and other authorized gambling. The bill makes violations a Class 2 misdemeanor under current law. It appropriates $10,000 in nonrecurring funds from the General Fund to the State Lottery Commission for the 2026-27 fiscal year to enforce the act. The gambling changes take effect Dec. 1, 2026, the appropriation takes effect July 1, 2026, and the rest takes effect when the act becomes law.

Of the three sponsors of this bill, Pricey Harrison proposed the most bills (68) during the 2025 regular session.

Bills in North Carolina follow a multi-step process before becoming law. A lawmaker starts by filing a bill, which is assigned to a committee for review. The bill must be read three times in each chamber. If one chamber changes the bill after the other passes it, both must agree on the final version. Once both chambers approve the same bill, it goes to the governor, who has 10 days (or 30 if the legislature is not in session) to sign, veto, or let it become law without a signature.
