Rep. Logan files public safety bill in North Carolina House

A new bill filed by State Rep. Carolyn G. Logan in the North Carolina House aims to strengthen public safety by increasing resources and raising penalties for various violations, according to the North Carolina State House.

The bill, filed as HB 1105 on April 29 during the 2025 regular session, was formally listed with the short title: ‘North Carolina Transportation Safety Act.’

In essence, this bill increases public safety resources and penalties in North Carolina, with several provisions taking effect July 1, 2026, and most new crimes and fines applying to offenses on or after Dec. 1, 2026. It funds 12 additional state troopers and five new magistrates in Mecklenburg County, raises minimum fines for failing to stop for a school bus and allows vehicle registration or rental records to serve as prima facie evidence of responsibility. It restricts disclosure and release of NCDOT highway camera videos, sets retention and court-review rules, and bars most uses for fines or private investigation. The bill funds 24-hour operations at the Metrolina Transportation Management Center in Charlotte, increases penalties for violating the move over law and street takeover law, creates new offenses for death or serious injury by reckless boating, and elevates assault on a public transit operator to a felony.

Bills in North Carolina follow a multi-step process before becoming law. A lawmaker starts by filing a bill, which is assigned to a committee for review.
