A new bill filed by State Rep. Donnie Loftis aims to allow eligible military veterans in public schools to purchase additional retirement service credit at a reduced cost, according to the North Carolina State House.

The bill, filed as HB 1111 on April 29 during the 2025 regular session, was formally listed with the short title: ‘Military Service Buyback Reduction: Teachers.’

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, this bill allows members of the Teachers’ and State Employees’ Retirement System who are military veterans and employed full time in North Carolina public schools to buy up to four years of military service credit at a reduced cost. Eligible employees would pay 25% of the actuarial cost, with the remaining 75% covered by funds appropriated by the General Assembly. The bill directs the Department of State Treasurer and the Retirement Systems Division to adopt rules to carry out the program. The act takes effect July 1, 2027, and applies to service credit purchases made on or after that date.
