A new bill filed by State Rep. Donny Lambeth in the North Carolina House aims to strengthen economic and cultural connections between North Carolina and Ireland, according to the North Carolina State House.
The bill, filed as HB 1176 on April 30 during the 2025 regular session, was formally listed with the short title: ‘North Carolina-Ireland Trade Commission.’

In essence, this bill creates the North Carolina-Ireland Trade Commission within the Department of Commerce to operate independently and promote ties between the state and Ireland. The seven-member commission, appointed by legislative leaders and the governor, includes bipartisan lawmakers and experts in Irish-American affairs, higher education and international business, all serving three-year terms. The commission must meet at least twice a year to encourage bilateral trade and investment, support business, educational and cultural exchanges, take joint action on shared policy issues, and submit detailed annual reports to the General Assembly beginning by Oct. 1, 2027. The bill appropriates $10,000 in nonrecurring funds for 2026-27 for administrative support, effective July 1, 2026, with the rest of the act effective Oct. 1, 2026.

Bills in North Carolina follow a multi-step process before becoming law. A lawmaker starts by filing a bill, which is assigned to a committee for review. The bill must be read three times in each chamber. If one chamber changes the bill after the other passes it, both must agree on the final version.
