A new bill filed by State Rep. Donny Lambeth seeks to strengthen rural health care by establishing a fund to support facility improvements and program development, according to the North Carolina State House.
The bill, filed as HB 1090 on April 29 during the 2025 regular session, was formally listed with the short title: ‘RURAL Care Act.’

In essence, this bill replaces North Carolina’s Rural Health Care Stabilization Fund with a Rural Healthcare Infrastructure Fund and future Rural Healthcare Infrastructure Program to support construction, renovation and modernization of health facilities in rural areas through grants and low-interest loans. It directs the State Health Coordinating Council, in consultation with the Office of Rural Health, to develop a detailed program plan by Jan. 15, 2027, and expands the council’s powers, duties and membership structure. The bill transfers existing stabilization fund balances and payments into the new fund, appropriates $1 million for a contract with Rural Healthcare Initiative Inc. to design sustainable rural care models, and takes effect July 1, 2026, unless otherwise stated.
