A new bill filed by State Rep. Beth Helfrich aims to strengthen public safety systems and support law enforcement and justice personnel across North Carolina, according to the North Carolina State House.

The bill, filed as HB 1080 on April 28 during the 2025 regular session, was formally listed with the short title: ‘Public Safety Reinvestment Act.’

In essence, this bill appropriates more than $370 million in mostly recurring funds to strengthen public safety systems, including $10 million starting July 1, 2026, to equip state-funded transit vehicles with trauma kits, train transit staff in first aid and modernize fare enforcement. It adds $30 million each for new assistant and deputy clerks and assistant district attorneys in Wake and Mecklenburg counties, $250 million for salary increases and safety improvements at the Department of Adult Correction, $40.48 million annually beginning July 1, 2025, for State Highway Patrol pay raises, $25 million for juvenile justice staffing, and $4 million for State Crime Lab workforce needs. The bill also classifies correctional officers as law enforcement officers for retirement and special separation benefits beginning July 1, 2026.

Of the four sponsors of this bill, Robert T. Reives, II proposed the most bills (40) during the 2025 regular session.

Bills in North Carolina follow a multi-step process before becoming law. A lawmaker starts by filing a bill, which is assigned to a committee for review. The bill must be read three times in each chamber. If one chamber changes the bill after the other passes it, both must agree on the final version.
