In essence, this bill changes how permitted wastewater treatment systems in North Carolina may calculate design flow rates for new dwelling units. It keeps the standard at 75 gallons per day per bedroom but allows permit holders, with Department of Environmental Quality approval, to use lower rates if they show the proposed rate matches average actual flows from the previous calendar year and will not harm public health or the environment. The department may not approve rates below 55 gallons per day per bedroom. The bill appropriates $10,000 in nonrecurring funds for fiscal 2026-27 to DEQ to review proposed design flow rates. The act takes effect July 1, 2026.
