A new bill filed by State Rep. Allen Chesser aims to test advanced drug-detection devices in select law enforcement agencies and evaluate their impact on investigations and officer safety, according to the North Carolina State House.

The bill, filed as HB 1186 on April 30 during the 2025 regular session, was formally listed with the short title: ‘Equipping Law Enf. for Better Drug Detection.’

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, this bill directs the North Carolina Collaboratory to create a pilot program that supplies selected law enforcement agencies with advanced, non-color-based field drug-detection devices and evaluates their impact on investigations, accuracy, officer safety, false arrests and costs. The program must collect and analyze case, lab and workflow data; compare pilot sites with similar nonpilot jurisdictions; and conduct interviews and observations with justice system stakeholders. State agencies must share relevant data, and agencies along major drug-trafficking corridors must be included. The bill appropriates $1.75 million in nonrecurring funds for 2026-27, effective July 1, 2026, and the pilot ends upon submission of a final report or by Dec. 1, 2028.

Of the four sponsors of this bill, Chesser proposed the most bills (64) during the 2025 regular session.

Bills in North Carolina follow a multi-step process before becoming law. A lawmaker starts by filing a bill, which is assigned to a committee for review. The bill must be read three times in each chamber. If one chamber changes the bill after the other passes it, both must agree on the final version. Once both chambers approve the same bill, it goes to the governor, who has 10 days (or 30 if the legislature is not in session) to sign, veto, or let it become law without a signature.
