A new bill filed by State Rep. Grant L. Campbell, MD in the North Carolina House aims to help residents lower their tax burden for out-of-pocket prescription drug costs, according to the North Carolina State House.

The bill, filed as HB 1074 on April 28 during the 2025 regular session, was formally listed with the short title: ‘Prescription Drug Expenses Tax Deduction.’

In essence, this bill allows North Carolina taxpayers to deduct up to $5,000 from their adjusted gross income for unreimbursed out-of-pocket costs for prescribed medications and pharmacy cost-sharing. The deduction excludes any amounts paid with tax-favored accounts, such as flexible spending accounts or health savings accounts, and cannot be taken for expenses already deducted elsewhere under state law for the same tax year. The bill appears intended to reduce state income tax liability for residents facing significant prescription drug costs. The act applies to taxable years beginning on or after Jan. 1, 2026.
