The new bill filed by State Rep. Celeste C. Cairns aims to increase veterans’ access to alternative treatment options for traumatic brain injuries and posttraumatic stress disorder, according to the North Carolina State House.

The bill, filed as HB 1081 on April 28 during the 2025 regular session, was formally listed with the short title: ‘Funds for Veterans/HBOT.’

In essence, this bill directs $3 million in nonrecurring General Fund money for the 2026-27 fiscal year to the Department of Health and Human Services to provide a grant to HBOT 4 HEROES, a nonprofit, to deliver hyperbaric oxygen therapy to eligible North Carolina veterans diagnosed with traumatic brain injury or posttraumatic stress disorder at no cost to the veteran. The program must include clinical intake, treatment delivery, and pre- and post-treatment outcome assessments and follow existing state standards for such care. The bill aims to expand access to non-drug treatment options and requires a report by June 30, 2027, on services, outcomes and use of state funds. The act takes effect July 1, 2026.

A related bill, SB 870, was also filed in the North Carolina Senate, introduced by Sen. Kevin Corbin (and two others) on April 28, 2026.
