A new bill filed by State Rep. John R. Bell, IV in the North Carolina House aims to support nonprofits building affordable homes for low- and moderate-income households, according to the North Carolina State House.

The bill, filed as HB 1072 on April 28 during the 2025 regular session, was formally listed with the short title: ‘Affordable Housing Infrastructure Development.’

In essence, this bill creates the Affordable Housing Infrastructure Development Loan Program, run by the North Carolina Housing Finance Agency, to provide revolving below-market interest loans to qualified 501(c)(3) nonprofits that build affordable homes for low- and moderate-income households. Loans may be used only for land acquisition, predevelopment and infrastructure costs, not for building or rehabilitating housing units. At least 40% of units in mixed-income projects must be reserved for low- and moderate-income residents, and loan funds must directly benefit those residents. The bill appropriates $50 million in nonrecurring General Fund money for the 2026-27 fiscal year and takes effect July 1, 2026.

Bills in North Carolina follow a multi-step process before becoming law. A lawmaker starts by filing a bill, which is assigned to a committee for review.
