A new bill filed by State Rep. Cynthia Ball in the North Carolina House aims to assist local governments with the costs of managing winter road conditions, according to the North Carolina State House.
The bill, filed as HB 1207 on April 30 during the 2025 regular session, was formally listed with the short title: ‘Keeping NC Open for Business.’

In essence, this bill creates a Municipal Winter Road Operations Cost Share Program in the Department of Transportation to reimburse municipalities for up to 75% of eligible snow and ice response costs, including equipment, staffing, materials, data systems and private contractors. Municipalities must contract with in-state private providers, equip funded vehicles with cameras and GPS, and provide a public real-time plowing status map. The department must set application rules, prioritize awards based on need and impact, and report annually to lawmakers. The bill appropriates $10 million in recurring funds and $20 million in nonrecurring funds from the General Fund plus $5 million from the Highway Fund for salt and brine reserves. The act takes effect July 1, 2026.

Bills in North Carolina follow a multi-step process before becoming law. A lawmaker starts by filing a bill, which is assigned to a committee for review. The bill must be read three times in each chamber. If one chamber changes the bill after the other passes it, both must agree on the final version. Once both chambers approve the same bill, it goes to the governor, who has 10 days (or 30 if the legislature is not in session) to sign, veto, or let it become law without a signature.
