A new bill filed by State Rep. Cynthia Ball aims to expand support for future educators through changes to the North Carolina Teaching Fellows Program, according to the North Carolina State House.

The bill, filed as HB 1197 on April 30 during the 2025 regular session, was formally listed with the short title: ‘Revise NC Teaching Fellows Program.’

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, this bill revises the North Carolina Teaching Fellows Program by increasing forgivable loan awards to up to $10,000 per academic year for up to four years, or two years for individuals who already hold a bachelor’s degree, and allowing funds to cover all expenses related to educator preparation and licensure. It applies prior program changes retroactively to all participants beginning with the 2024-25 academic year, updates criteria and an optional evaluation and term-renewal process for partner institutions, and requires reporting on evaluation outcomes. The bill also appropriates $50,000 in one-time funds for a Friday Institute study on program participation and loan repayment choices. It takes effect July 1, 2026, generally applying to the 2026-27 academic year.

Of the four sponsors of this bill, Lindsey Prather proposed the most bills (48) during the 2025 regular session.

Bills in North Carolina follow a multi-step process before becoming law. A lawmaker starts by filing a bill, which is assigned to a committee for review. The bill must be read three times in each chamber. If one chamber changes the bill after the other passes it, both must agree on the final version. Once both chambers approve the same bill, it goes to the governor, who has 10 days (or 30 if the legislature is not in session) to sign, veto, or let it become law without a signature.

Ball graduated from the University of North Carolina at Greensboro with a BA and again from Virginia Commonwealth University.

Ball, a Democrat, was elected to the North Carolina State House in 2017 to represent the state’s 49th House district, replacing previous state representative Gary Pendleton.
