North Carolina seeks public comment on draft climate action plan

The North Carolina Department of Environmental Quality’s State Energy Office is seeking public input on the Draft North Carolina Comprehensive Climate Action Plan (CCAP). The comment period is open until October 6, 2025. This initiative is part of the federal Climate Pollution Reduction Grant program.

A virtual public information session will be held on September 11, 2025, at 10 a.m. via Webex to provide updates and an overview of the CCAP. Details for joining the meeting are available online.

The Climate Pollution Reduction Grant program was established under the federal Inflation Reduction Act. It provides funding to states, local governments, territories, and tribes to develop and implement plans aimed at reducing greenhouse gas emissions and other air pollutants. The planning effort in North Carolina involves collaboration between several state agencies: the Department of Transportation, Department of Commerce, Department of Natural and Cultural Resources, and DEQ as lead agency.

North Carolina received $3 million from the U.S. Environmental Protection Agency for the planning phase of this project. In 2024, as part of program requirements, North Carolina submitted a Priority Climate Action Plan (PCAP) that identified key measures for reducing greenhouse gases and outlined strategies for equitable implementation across communities. The current draft CCAP builds upon these efforts by updating and expanding climate strategies to reflect new science and best practices. The final plan must be submitted to EPA by December 2025.

Residents can view the Draft NC Comprehensive Climate Action Plan online and submit feedback through a provided form or by emailing cprg@deq.nc.gov with “CPRG Input” in the subject line before October 6, 2025.
