The North Carolina Department of Environmental Quality’s Division of Water Infrastructure is seeking public input on a draft Intended Use Plan (IUP) and Priority Rating System. This initiative is aimed at providing funding assistance for decentralized wastewater treatment systems in areas affected by Hurricane Helene. The deadline for submitting comments is June 30, 2025.

The funding will be administered through the Clean Water State Revolving Fund (CWSRF), utilizing $22,510,000 from a one-time federal appropriation under the American Relief Act of 2025. The Intended Use Plan focuses on using these federal funds to improve, repair, or replace decentralized wastewater treatment systems. It also aims to reduce vulnerability to floods or connect properties to centralized wastewater systems in communities impacted by Hurricane Helene.

The plan includes a proposed Priority Rating System that will guide the State Water Infrastructure Authority in prioritizing projects for funding assistance from the CWSRF Helene Decentralized funds.

Interested parties can submit their comments by email to dwi.publiccomments@deq.nc.gov with the subject line: Comments on Draft IUP for CWSRF Helene Decentralized, or by mail addressed to Cathy Akroyd at the Division of Water Infrastructure, 1633 Mail Service Center, Raleigh, NC 27699-1633. All submissions must be received by 5 pm on June 30, 2025.
