North Carolina DEQ seeks input on wastewater funding plan for Helene-affected areas

The North Carolina Department of Environmental Quality’s Division of Water Infrastructure is currently inviting public comments on a draft Intended Use Plan (IUP) and Priority Rating System. This plan pertains to funding assistance for decentralized wastewater treatment systems in areas affected by Hurricane Helene. Comments will be accepted until June 30, 2025.

Funding for this initiative will be managed through the Clean Water State Revolving Fund (CWSRF), utilizing the state’s share of $22,510,000 from a one-time federal appropriation under the American Relief Act, 2025.

The draft IUP outlines how these federal funds will be used to improve, repair, or replace decentralized wastewater treatment systems. It also aims to reduce flood vulnerability or connect properties to centralized wastewater systems in communities impacted by Hurricane Helene. A proposed Priority Rating System within the plan will guide the State Water Infrastructure Authority in prioritizing projects for funding assistance from the CWSRF Helene Decentralized funds.

Comments from interested parties can be submitted by email to dwi.publiccomments@deq.nc.gov with the subject line “Comments on Draft IUP for CWSRF Helene Decentralized,” or sent by mail to Cathy Akroyd at the Division of Water Infrastructure, 1633 Mail Service Center, Raleigh, NC 27699-1633. The deadline for submission is 5 pm on June 30, 2025.
