The North Carolina Department of Environmental Quality (DEQ) State Energy Office will hold a virtual public information session on September 11, 2025, to discuss the Draft North Carolina Comprehensive Climate Action Plan (CCAP). The meeting is part of the federal Climate Pollution Reduction Grant (CPRG) program and will be accessible via Webex.
The CPRG program, established under the Inflation Reduction Act, provides funding for states, local governments, territories, and tribes to develop plans aimed at reducing greenhouse gas emissions and other air pollutants. In North Carolina, this planning project involves collaboration between several state agencies: the Department of Transportation, Department of Commerce, Department of Natural and Cultural Resources, and DEQ as the lead agency.
North Carolina received $3 million from the U.S. Environmental Protection Agency (EPA) for the planning phase of its CPRG project. As part of these efforts, the state submitted a Priority Climate Action Plan (PCAP) in 2024 that identified key measures for reducing greenhouse gases and strategies to ensure equitable implementation across communities. The CCAP will build on this foundation by updating and expanding existing climate strategies using current scientific data and best practices.
“The PCAP identified North Carolina’s highest-priority greenhouse gas reduction measures and determined the methods for ensuring equitable implementation of these measures for the benefit of all North Carolinians. The CCAP builds upon the PCAP and will update and expand upon North Carolina’s existing climate strategies, ensuring that these policies align with the latest available science, modeling and best practices.”

The upcoming public information session aims to provide updates on progress toward finalizing North Carolina’s climate action planning before submission to EPA in December 2025.
