The North Carolina Department of Environmental Quality’s Division of Water Resources (DWR) has scheduled public hearings to gather feedback on Enbridge Gas North Carolina’s application for a water quality certification. This certification is linked to the proposed construction of a high-pressure steel natural gas transmission pipeline across Rockingham, Caswell, and Person counties.
The first hearing will take place on Thursday, June 12, 2025, at 6 p.m. in the auditorium at Piedmont Community College, Person County Campus in Roxboro. The second hearing is set for Tuesday, June 24, 2025, at 6 p.m. in the Rockingham Community College Advanced Technologies Building Auditorium in Wentworth. Speaker registration for both events opens at 5:30 p.m., with sign-in sheets available onsite.
Enbridge Gas North Carolina seeks a 401 water quality certification as part of its T-15 Reliability Project application. The project proposes permanent impacts on 690 linear feet of jurisdictional streams and 1.39 acres of wetlands under section 404 jurisdiction. Temporary impacts include affecting 18,095 linear feet of jurisdictional streams, 0.392 acres of open waters under jurisdictional authority, and an additional 13.603 acres of wetlands.
The certification process will evaluate if the proposal aligns with state water quality standards and whether it minimizes impacts on surface waters or wetlands among other factors.
Public participation is encouraged through verbal comments during the hearings or written submissions by July 25, 2025. Written comments should reference project No. 20250069; Version 1 and can be submitted via an online form or mailed to Sue Homewood at DWR’s Raleigh office.
