North Carolina commission approves parole for Marquis McKenzie under mutual agreement program

The North Carolina Post-Release Supervision and Parole Commission has approved parole for Marquis McKenzie, who was convicted of first-degree murder in Granville County Superior Court. McKenzie, whose conviction dates back to July 24, 1997, is scheduled for release on December 24, 2027 through the Mutual Agreement Parole Program (MAPP).

MAPP is a program that involves a three-way agreement between the Parole Commission, the State Prison System, and the offender. It provides scholastic and vocational opportunities as part of the parole process.

Although North Carolina’s Structured Sentencing law eliminated parole for crimes committed after October 1, 1994, the Commission continues to manage parole for offenders sentenced under earlier guidelines.

In its notification to media outlets, the Commission stated: “In complying with North Carolina G.S. 15A-1371(3), the state Post-Release Supervision and Parole Commission is notifying you that it has approved the above-referenced case for parole via the Mutual Agreement Parole Program (MAPP). MAPP is a scholastic and vocational program that is a three-way agreement between the Commission, the State Prison System, and the offender. Under the agreement, the offender’s parole release date is December 24, 2027.”

The commission further explained: “The state’s current sentencing law, Structured Sentencing, eliminated parole for crimes committed on or after October 1, 1994. However, the Commission has the responsibility of paroling offenders who were sentenced under previous sentencing guidelines.”
