North Carolina approves parole for Ralph Rankin convicted of first-degree rape

The North Carolina Post-Release Supervision and Parole Commission has approved parole for Ralph Rankin, who was convicted of first-degree rape in Guilford County Superior Court in 1981. Rankin, whose conviction date was April 2, 1981, received a life sentence for the crime.

According to the Commission, Rankin’s parole is being granted through the Mutual Agreement Parole Program (MAPP), which involves an agreement between the Commission, the State Prison System, and the offender. The program includes scholastic and vocational components designed to support reintegration. Under this agreement, Rankin’s scheduled release date is December 2, 2025.

The Commission clarified that while North Carolina’s Structured Sentencing law eliminated parole for crimes committed on or after October 1, 1994, it remains responsible for paroling offenders sentenced under earlier guidelines.
