NCDEQ schedules public hearings on Enbridge pipeline project’s water quality impact

The North Carolina Department of Environmental Quality’s Division of Water Resources (NCDEQ) has announced public hearings to gather citizen feedback on Enbridge Gas North Carolina’s application for water quality certification. This certification is related to the proposed construction of a high-pressure steel pipeline for transporting natural gas through Rockingham, Caswell, and Person counties.

Two public hearings are scheduled: the first will be held on Thursday, June 12, 2025, at 6:00 p.m. in the Auditorium at Piedmont Community College, Person County Campus, located at 1715 College Drive, Roxboro, N.C. Registration for those wishing to speak begins at 5:30 p.m. The second hearing is set for Tuesday, June 24, 2025, also starting at 6:00 p.m., at the Rockingham Community College Advanced Technologies Building Auditorium at 560 County Home Road in Wentworth, N.C., with registration opening at 5:30 p.m.

Enbridge Gas North Carolina seeks a Section 401 water quality certification for its proposed T-15 Reliability Project. The project involves permanently affecting approximately 690 linear feet of jurisdictional streams and 1.39 acres of jurisdictional wetlands under Section 404 regulations. Additionally, it will temporarily impact around 18,095 linear feet of jurisdictional streams and other water bodies.

The water quality certification process aims to determine whether the proposal meets state water quality standards and has adequately minimized impacts on surface waters or wetlands.

Public comments can be submitted verbally during the hearings or in writing by Friday, July 25, 2025. Written comments should reference project number “20250069; version 1” and can be submitted online via the Public Notices Comments Form or mailed to Sue Homewood at NCDEQ’s address in Raleigh.

Relevant documents regarding this application are available online for review. The NCDEQ anticipates receiving permit applications for various pipeline projects across the state and provides information about these permits online.
