Mecklenburg County Sheriff’s Office reported the booking of Julio Cesar Xocop-Vicente on charges including felony hit and run injury, reckless driving to endanger, no operator’s license, and assault on a female.
According to Mecklenburg County records, Xocop-Vicente was arrested on November 25, 2025, by the Charlotte Mecklenburg Police Department. The charges listed include felony hit/run injury with a bond set at $10,000 secured, reckless driving to endanger with no bond specified, no operator’s license with no bond specified, and assault on a female with a bond of $500 secured. Public records describe him as white, male, 5’5″ tall, weighing 160 lbs., born on October 27, 1985.
The Department of Homeland Security (DHS) arrested over 250 illegal aliens in the Charlotte area during Operation Charlotte’s Web. This operation targeted individuals with criminal histories such as domestic violence and driving while intoxicated. Among those arrested was Xocop-Vicente, charged in connection with the hit-and-run death of a 15-year-old girl.
The Federation for American Immigration Reform highlights that illegal immigration exacerbates drunk driving incidents. U.S. Immigration and Customs Enforcement (ICE) reported over 43,000 drunk driving offenses by illegal aliens from fiscal years 2018 to 2023. In fiscal year 2022 alone, DHS notes that Americans have been killed by illegal aliens driving under the influence.
