Governor Josh Stein has enacted five executive orders to aid recovery efforts in western North Carolina following Hurricane Helene. These measures aim to provide temporary housing and repair infrastructure damaged by the storm.
Three months after the hurricane, over 12,000 residents are still without safe housing. Approximately 8,000 private roads and bridges require repairs or replacement to restore access for emergency services, school buses, and other transportation needs.
The first two executive orders signed by Governor Stein, with approval from the Council of State, will temporarily waive procurement regulations. This action is intended to increase the availability of temporary housing and expedite the repair of essential private roads and bridges.
In addition to these measures, three more executive orders have been introduced:
– The reorganization of the Executive Branch will establish the Governor’s Recovery Office for Western North Carolina (GROW NC). This office will focus on recovery efforts within the region. A Division of Community Revitalization will also be created within the Department of Commerce to address housing needs and community resilience.
– A Governor’s Advisory Committee on Western North Carolina Recovery will be formed to advise GROW NC. The committee’s goal is to ensure that community needs are met swiftly and cost-effectively.
– The North Carolina Office of State Human Resources is directed to authorize an additional 16 hours of Community Service Leave for state employees. This leave will enable them to volunteer for organized storm-related efforts.
