Governor Josh Stein has appointed two new senior advisors to his leadership team, aiming to strengthen ties with the business community and modernize digital services for North Carolina residents.

Doug Warf will serve as Senior Advisor for Business Engagement. In this role, Warf is expected to work closely with the Department of Commerce and economic development partners. He will focus on building relationships with businesses across the state, from small enterprises to large corporations, including engaging with statewide and local chambers of commerce. Before joining the Governor’s Office, Warf was President of the Carolina Hurricanes and Lenovo Center.

“I’m proud that North Carolina is the Top State for Business, but we can’t rest on our laurels,” said Governor Josh Stein. “Doug will help the state strengthen our relationship with the businesses that call North Carolina home and prepare us to keep building a strong economic future for every person.”

Torre Jessup has been named Senior Advisor for Digital Experience. Jessup’s responsibilities include leading efforts to improve how digital services are delivered in North Carolina. He will collaborate with the North Carolina Department of Information Technology (NCDIT) to develop a new digital platform designed to make it easier for residents to access state services and conduct business with government agencies. Previously, Jessup served as Chief Deputy State Chief Information Officer at NCDIT.

“State government works only if it’s accessible and responsive to what people need,” said Governor Josh Stein. “Our digital systems are in need of an upgrade, and I know Torre will get the job done. I look forward to his leadership in making it easier for people to make sure their state government works for them.”

The appointments reflect ongoing efforts by state leadership to engage more effectively with private sector partners and improve service delivery through updated technology.
