FOIA Request to Chowan County regarding vendor payment register on February 1, 2026.

A Freedom of Information Act (FOIA) request was submitted by Old North News to Chowan County on February 1, 2026. The request seeks access to the county’s vendor payment register for the previous calendar month. This includes detailed records such as the names of vendors paid by the county, dates and amounts of payments, and descriptions of goods or services purchased.

The request was made under the North Carolina Public Records Law, G.S. §132-1., with a preference for receiving the information in electronic format. The purpose of this request is to gather information that is in the public interest and disseminate it to the public. It specifically asks for existing records and does not require the creation of new documents.

Old North News has requested that if any part of this request is denied or withheld, Chowan County should provide a specific statutory basis for such denial while releasing all reasonably segregable portions of the records. As a media organization committed to transparency and accountability in governmental affairs, Old North News has also requested a fee waiver based on its role in disseminating information to the public.

The requestor is affiliated with The Coalition Opposing Governmental Secrecy, a non-profit organization dedicated to assisting media companies and advocacy groups in investigating government actions through Freedom of Information and Sunshine Laws. Of 115 senior students taking the science portion of the ACT in Chowan County school districts, 15 (13%) were considered ready for college in the 2022-23 school year.
