The North Carolina Department of Environmental Quality’s Division of Air Quality (DAQ) is seeking public input on a draft Title V air quality permit for Duke Energy Progress, LLC- Novo Nordisk. The permit would allow the installation of 13 additional emergency generators at a pharmaceutical facility in Johnston County.

Currently, Duke Energy One’s Energy Services operates 17 emergency generators at the site, which are exempt from air quality permits due to emissions being below major-source thresholds. However, with the proposed new generators, emissions could exceed these thresholds, particularly nitrogen oxides potentially surpassing 100 tons per year.

The facility will be classified as a minor source of hazardous air pollution. DAQ’s review indicates that emissions are not expected to exceed health-based limits. The draft permit includes conditions to ensure compliance with emission standards beyond the facility’s boundaries and mandates monitoring and regular inspections.

Public comments on the proposed permit will be accepted until August 18, 2025. Comments can be emailed to daq.publiccomments@deq.nc.gov with “DukeClayton.24A” in the subject line or left via voicemail at 919-707-8714. They can also be mailed to NCDEQ Division of Air Quality, 1641 Mail Service Center, Raleigh, North Carolina 27699-1641.
